Abstract

A Centre of Excellence is a research centre, either public or private, that has an outstanding impact of its scientific results in a limited period of time. A Centre of Excellence is internationally recognised for contributing to generate important knowledge for the scientific community and the society. In Spain, the most important seal of excellence in Research & Development is the accreditation Centre of Excellence Severo Ochoa. To obtain this recognition, a research centre has to fulfil several requirements, called “excellence parameters”, such as publishing more than 75% of its scientific articles in journals that belong to the first quartile of their research field and having a high scientific impact of these articles based on their citations by other articles. The correct analysis of these “excellence parameters” by a research centre is very important to have a self-assessment of the impact of its science, but also to determine the eligibility of the centre to apply to Centre of Excellence specific calls. In this work, an analysis of the general problems to measure the “excellence parameters” of a research centre has been performed. Furthermore, a procedure has been developed to perform the self-assessment of the level of impact and competitiveness of a research centre. This procedure has to be objective and reproducible, and most importantly verifiable by the funding research agencies. To reach this goal, the “excellence parameters” of Centro de Biotecnología y Genómica de Plantas (CBGP, UPM-INIA), one of Severo Ochoa’s Centres of Excellence, have been evaluated. Several problems have been detected that prevent the CBGP (UPM-INIA) to get a good visibility of its scientific publications, when the information is obtained from databases such as Scopus or Web of Science. Among the problems detected, the most important are related with the centre affiliation code and the researchers identification codes. This incorrect information has a clear impact on the calculation of the “excellence parameters” and can lead to the exclusion from call applications. The analysis performed indicates that it is possible to establish a general procedure to enable research centres to self-assess their specific impact and excellence. Although this procedure cannot be systematized due to the large number of obstacles found in the process, some basic rules can be followed by research centres to periodically review its information present in the scientific databases and to solve the problems described above. Also based on the detection of the problems, specific indication must be provided to the researchers to increase the impact and visibility of the science that they publish.
