Modelo para el desarrollo del transporte marítimo en Cuba: el eje Mariel-La Habana

Abstract

Los recientes cambios en las relaciones entre Cuba y Estados Unidos abren un nuevo
panorama a las posibilidades para el desarrollo de todas las capacidades de Cuba en el
transporte marítimo. La apertura del nuevo Canal de Panamá aumenta esas oportunidades.
Las condiciones geográficas y la antigua tradición de Cuba como un país muy activo
en el comercio internacional ayudarán en la tarea de reasumir un lugar de Cuba en el
transporte marítimo internacional. La identificación de los pasos permitirán que el eje
Mariel-Habana se convierta en un puerto relevante en la zona, es el objetivo que se ha
marcado. Debido a que hay muchos factores que deben tenerse en cuenta, con muchas
interdependencias entre ellos, se propone un enfoque dinámico del sistema. Más que
una respuesta fácil e inmediata, el objetivo es proporcionar una herramienta que pueda
facilitar el proceso de toma de decisiones, mostrando las imbricaciones de todos esos
factores. Recent changes in the relationships between Cuba and United States open a new panorama
of possibilities for developing all of the capacities of Cuba in maritime transportation.
The opening of the new Panama Canal increases those opportunities. The geographic
conditions and the ancient tradition of Cuba as a very active country in international
trading will help in the task of reassuming a role of Cuba in international maritime
transport. Determining the steps that make possible that the axis Mariel–Havana
becomes a relevant port in the area is the aim of this work. Because there are so many
factors that have to be considered, with many interdependencies among them, a system
dynamics approach is proposed. More than an easy and immediate answer, the focus is
to provide a tool that can facilitate the decision-making process, showing the imbrications
of so many factors.
