The updating of the rules governing the administrative processing of the license management in the city of Madrid, reflecting the liberal European guidelines that give prominence to the rights of citizens, restricting the work of management control , was the beginning of the creation of independent monitoring entities, and an attempt to substantially improve service using mechanisms of public-private partnership While originally they had therefore its meaning in a clear intention of controlling the activity of the collaborating institutions that would allow the streamlining of procedures, after the judicial findings have led to a slowdown in its original determination. This has result in a necessary adaptation of the model, without thereby changed the format of the municipal entity, which ultimately just duplicating the municipal mechanisms and capacities The International Standard ISO 21500 arises a need for open markets with an overall concept as a consequence of an international agreement on the principles and guidelines on Project Management. Focused on the optimization of the projects taken into account as unique and singular, it facilitates the expansion of activity projects at international level by making it a strategic competition at all levels Applying criteria of efficiency and effectiveness laid down by Project Management processes through the enhancement of open and coordinated License Management Processes by municipal bodies, would represent a substantial improvement would allow an increase in confidence institutions and greater economic dynamism of Madrid. and also would allowed able to get a real collaboration between the responsible for the Licenses Management of the Building Projects and the municipal bodies, incorporating both to the procedures, wich ultimately is set as a target to improve the building process.
