Due to the need for open markets globally, guidelines on principles regarding Project Management have been developed in the European Union and driven by international agreements, have resulted in the drafting of the International Standard ISO 21,500 At the same time, there is a globalizing and driving force in the service sector and economic activity that generates liberalizing guidelines, which limit the control processes of administrations, which have traditionally been given prior to any activity, in favor of speeding up the procedures, favoring the will of the economic activity promoted by citizens Consequently, there has been an adaptation of the processes of processing administrative authorizations in the Madrid which has led to a radical change in the schemes and procedures by municipal entities, with the creation of independent control bodies, clear attempt to improve service to citizens, coming to use, according to the end uses, mechanisms of public - private partnerships The International Standard UNE ISO 21500 provides the necessary tools for the optimization of the processes of the Building Project. The application of criteria set out in the International Standard ISO 21,500 in current procedures for License Management, including those of municipal bodies, with open and coordinated processes, would represent a substantial improvement that would result in boosting the economy of the municipality, and An increase in confidence in the institutions Accordingly, Management of Licenses and Authorizations is formed as a necessary point to identify in each group of processes, so we propose for its importance its introduction as an element of own and separate consideration.
