Abstract
This project proposes a simplified methodology to implement the routine road maintenance system through local micro-enterprises. This work framework has been designed for decentralized or sub-national road networks with no previous experience.
Such is the case of Argentina, one of the few countries that have not implemented the system in Latin America yet. The case study used in this document is for the Argentinian province of Jujuy.
The structure of the document has three parts: a review of the theoretical framework of the region; detailed argument for ensuring viability of the project and the approach chosen; a proposal for two sections of the provincial road network of Jujuy in which to carry out a pilot plan and the stages of this plan.
This study has made it possible to corroborate the suitability of the system for the province of Jujuy and to conclude some aspects that could help its implementation. Among them, the following stand out: the importance of framing the system in a program with external financing; the use of the methodology for calculating the annual kilometer costs in the sections as a tool for a first approximation; the clear definition of the participant’s roles within the system and the creation of a specialized unit within the contracting road agency; and, the added value of using the system as a mechanism to collect data from the provincial network, due to the limitations that currently exist as a result of the lack of resources.
